The Neighborhood Stabilization Program (NSP) is a program of the U.S. Department of Housing and Urban Development (HUD) that creates new opportunities for homeownership in communities most impacted by foreclosures.

NSP makes federal funds available to local jurisdictions and their partners across the nation for the purchase and renovation of foreclosed or vacant homes. Once renovated, these homes are available to qualified homebuyers at affordable prices. NSP homes are available for purchase and are not exclusive to first-time homebuyers.

MORPC is administering Neighborhood Stabilization Programs in several areas throughout the region, including Prairie Township, Mifflin Township and the City of Whitehall in Franklin County, and in Newark and Lancaster.

All homes are AWARE (Accessible, Water Conservation, Air Quality, Resource Conscious, Energy Efficient) Certified, ensuring a green and healthy home that lasts a lifetime. AWARE was designed to achieve Enterprise Green Communities Standards.
