Background: Central Ohio is blessed to contain an abundance of rivers, lakes, streams, and ground water. How we live on and use the land has a direct relationship to the cleanliness of our water and the cost to treat it for safe consumption. Water is a critical resource, so we need to manage it in a way that reflects how the population in Central Ohio continues to grow. MORPC’s Research for the 208 Water Quality Management Plan: In 2010, the Mid-Ohio Regional Planning Commission (MORPC) received funding from the Ohio Environmental Protection Agency (EPA) to collect, analyze, and report data that may be used to update the state’s 208 Water Quality Management Plan. The project funding originated from the American Recovery and Reinvestment Act (ARRA). Click here for the final report What is a 208 Water Quality Management Plan? A 208 Plan is created under section 208 of the federal Clean Water Act. These plans describe and promote efficient and comprehensive programs for controlling water pollution from point and nonpoint sources in a defined geographic area. 208 plans are developed by either an Areawide Council or Ohio EPA. The Ohio EPA is the agency responsible for updating the 208 Plan for 64 of Ohio's 88 counties, including those in central Ohio. The 208 Plan influences the Ohio EPA permitting process, so Ohio citizens are directly impacted by these decisions. Information Gathered by MORPC to be used by Ohio EPA: - Maps of Facility Planning Areas (FPA), which describe the areas in which a designated Management Agency is responsible for waste water treatment planning and service;
- Maps of Sewer Service Areas (SSA), which describe the areas where sewer service is available;
- Information about known water pollution sources, including home sewage treatment sytems (HSTS), confined animal feeding operations (CAFOs), and point-sources that are permitted to discharge by the Ohio EPA.
