Background on the Coordinated Plan
Purpose
The goal of coordinating transportation services is to achieve better service efficiency, increase client response, reduce overall costs for transportation and provide more travel options for all members of the community. A Coordinated Plan is the vehicle by which the community can determine how existing transportation resources can best be used to meet current and future transportation needs.
Process
MORPC conducted a planning process to develop the Coordinated Plan in conjunction with COTA and other partners in Franklin County. MORPC engaged agency executives for their buy-in and guidance on the process and convened a Working Group to formulate the details of how a coordination effort should be undertaken. Beginning in September 2007, an extensive data collection effort began which reached out to different types of groups interested in transportation. In particular, those groups were: transportation providers and funders, human service agencies and transportation consumers. In addition to this detailed data collection effort, input was obtained from the general public by means of a survey available online and in paper format.
Result
The Franklin County Coordinated Plan will promote better coordination of transportation resources and services within the community and meet federal requirements. The Coordinated Plan also makes organizations in Franklin County eligible to apply for the federal funds noted below.
What the Law Says
Federal transportation law now requires the Coordinated Plan to be developed in order for areas to receive federal funding for these programs:
Specialized Transportation – Section 5310
Jobs Access/Reverse Commute (JARC) – Section 5316
New Freedom – Section 5317
