Neighborhood Stabilization Program
The Neighborhood Stabilization Program (NSP) is a program of the U.S. Department of Housing and Urban Development (HUD) that creates new opportunities for homeownership in communities most impacted by foreclosures.
NSP makes federal funds available to local jurisdictions and their partners across the nation for the purchase and renovation of foreclosed or vacant homes. Once renovated, these homes are available to qualified homebuyers at affordable prices. NSP homes are available for purchase and are not exclusive to first-time homebuyers.
MORPC is administering Neighborhood Stabilization Programs in several areas throughout the region, including Prairie Township, Mifflin Township and the City of Whitehall in Franklin County, and in Newark and Lancaster.

Franklin County NSP
The Franklin County Board of Commissioners has provided NSP funding for homes in Prairie Township, and in Mifflin Township and the City of Whitehall in partnership with the City of Columbus. Those interested in purchasing a home should fill out our NSP Intake Form and return it to MORPC. Scroll down to view homes available for sale or visit www.comehomeco.org.
NSP is not a low-income program, but there are NSP buyer guidelines for income limits based on family size. Homebuyer education is required through a HUD-approved housing counseling agency such as MORPC. Approved agencies include: MORPC, Homes on the Hill, Homeport Ohio, and Columbus Urban League.
