Non-Discrimination Resources

Title VI: As a recipient of federal transportation funds, MORPC agrees to follow U. S. Department of Transportation requirements in regards to Title VI and civil rights. These requirements are outlined in the two “assurance” documents signed by the Executive Director of MORPC.

External Complaint Process: These procedures cover all external complaints regarding MORPC programs and activities filed under Title VI of the Civil Rights Act of 1964 or 49 CFR 21, “Nondiscrimination in the Federally-Assisted Programs of the Department of Transportation.” Title VI says that “no person in the United States shall, on the grounds of race, color, or national origin, be denied the benefits of, or be subject to discrimination under any program or activity receiving Federal financial assistance.”

Title VI Complaint Form: This is the complaint form used by MORPC to process any Title VI complaints.

Online Disability-Related Resources: This list of resources is provided to assist local governments and agencies in complying with the Americans With Disabilities Act (ADA). There are links to organizations and documents that can be used to help a community comply with the many aspects of the ADA law including transportation, buildings and communications.

Disadvantaged Business Enterprise (DBE) Program: MORPC maintains a DBE program with a contracting goal of 12 percent of funds spent on contractors going to eligible DBE firms. Eligible firms must have a current DBE certification per U.S. Department of Transportation requirements. More details on this program are provided herein.

Environmental Justice: Environmental justice is a requirement for all federal agencies and federally-funded activities to ensure the full and fair participation by all potentially affected communities in decision-making processes. Its purpose is to avoid, minimize, or mitigate disproportionately high and adverse human health and environmental effects of programs and projects, including social and economic effects, on minority population, low-income and other disadvantaged populations.
