MORPC-Attributable Funding

ODOT annually sub-allocates Federal transportation funding via the MPO and Large Cities Capital Program. ODOT sub-allocates funding from three different federal programs: the Surface Transportation Program (STP), the Congestion Mitigation and Air Quality (CMAQ) Improvement Program, and the Transportation Enhancements (TE) Program. STP funds can be used for almost any surface transportation project or program. CMAQ funds must be used for projects or programs that will reduce emissions of transportation-related pollutants. TE funds must be used for pedestrian, bicycling, beautification, cultural, or historical projects or programs.

MORPC manages approximately $27 million of annual sub-allocations. In even-numbered years, MORPC invites public agencies to apply for these funds, which they can use for transportation projects and programs located in Franklin County, Delaware County, the City of Pataskala and Etna Township in Licking County, and the City of Pickerington, the villages of Carroll and Lithopolis, and Bloom and Violet townships in Fairfield County.

During the summer and fall of 2010 MORPC completed the solicitation and evaluation of projects through its Federal Funding Committee. The projects proposed for funding was made available for public comment from December 2,  2010 through January 14, 2011. On February 10, 2011 the Policy Committee approved Resolution T-3-11 which identifies the final program of projects to use MORPC sub-allocated funding. See T-3-11 for the complete listing of funded projects and a summary of comments received during the public comment period.

Project phases in State Fiscal Years (SFY) 2012 through 2015 will become part of the draft Transportation Improvement Program (TIP) being prepared this spring. The TIP is a four-year financially balanced listing of federal, state and locally funded projects that are scheduled for some phase of implementation or development in a four-year time period. The SFY 2012-2015 TIP will be adopted in May.
