District 3 refers to the Ohio Public Works Commission's District 3, which is coterminous with Franklin County.
Service Areas
Federal Funding for Transportation Projects and Programs via MORPC is available to jurisdictions within MORPC's transportation planning area: all jurisdictions in Franklin County, all jurisdictions in Delaware County, the City of Pataskala and Etna Township in Licking County, and Bloom Township and Violet Township in Fairfield County.
MORPC accepts applications for Ohio Public Works Commission (OPWC) Infrastructure Funding and the Clean Ohio Green Space Conservation Program from applicants within Franklin County.
Federal Funding for Transportation Projects and Programs
The 2005 Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) preserves the Metropolitan Planning Organization's role in transportation planning. Federal funding is suballocated from the Federal Highway Administration and the Federal Transit Administration to Ohio's Metropolitan Planning Organizations via ODOT's MPO and Large Cities Capital Program. Every two years, MORPC's Federal Funding Committee (FFC) solicits applications for transportation projects and programs that are located within its transportation planning area. The FFC then determines which applicants will receive these funds.
The federal funding suballocated to MORPC by ODOT comes from three different sources: the Surface Transportation Program (STP), the Congestion Mitigation and Air Quality (CMAQ) Improvement Program, and the Transportation Enhancements (TE) Program. STP funds can be used for almost any surface transportation project or program. CMAQ funds must be used for projects or programs that will reduce transportation-related pollutants. TE funds must be used for pedestrian, bicycling, beautification, cultural, or historical projects or programs. MORPC uses a single application for all three of these programs.
Ohio Public Works Commission (OPWC) Infrastructure Funding
The Ohio Public Works Commission (OPWC) funds infrastructure and transportation-related projects from bond and fuel tax revenue sources. In Franklin County, applicants for this funding in apply to the District 3 Public Works Integrating Committee (DPWIC). Applicants from other counties apply to their respective DPWIC.
Clean Ohio Green Space Conservation Program and Clean Ohio Revitalization Fund
The Clean Ohio Green Space Conservation Program funds the purchase of undeveloped land to protect watersheds and preserve open space. In Franklin County, the District 3 Natural Resources Assistance Council (NRAC) accepts and ranks applications.
The Clean Ohio Revitalization Fund assists developers with the costs of environmental remediation on brownfield sites. The District 3 Public Works Integrating Committee (DPWIC) has a role in the selection process for projects located in Franklin County.
Ohio Job Ready Sites (JRS) Program
The Ohio Job Ready Sites (JRS) Program funds the development of sites to attract manufacturing, research and development, and "smart" offices. The District 3 Public Works Integrating Committee (DPWIC) has a role in the selection process for projects located in Franklin County.

Transportation Improvement Program (TIP)
The Transportation Improvement Program for state fiscal years 2008-2011 is a schedule of projects proposed for construction from July 2007 through June 2011. Approximately $1.5 billion in funds will flow to highway, mass transit and bikeway/pedestrian projects over the 4 years. Projects must be included in the TIP to be eligible for federal funding. MORPC's TIP applies to all jurisdictions in Franklin County, all jurisdictions in Delaware County, the City of Pataskala and Etna Township in Licking County, and Bloom Township and Violet Township in Fairfield County.

In May 2007, the Policy Committee of the Mid-Ohio Regional Planning Commission (MORPC) adopted the State Fiscal Year 2008-2011 Transportation Improvement Program (TIP). The document contains a listing of regionally significant projects and the funding commitments for those projects.
MORPC's Policy Committee has formally adopted resolutions approving changes and additions to projects listed in the TIP since its adoption in May 2007. In May 2005, the Policy Committee of the Mid-Ohio Regional Planning Commission (MORPC) adopted the State Fiscal Year 2006-2009 Transportation Improvement Program (TIP). The document contains a listing of regionally significant projects and the funding commitments for those projects.

Prior to adopting the TIP, the Policy Committee approved the listing of projects to receive MORPC-attributable funds. This list is available by clicking here. In an effort to improve the transparency of the expenditure of Federal transportation funds, MORPC publishes a listing of projects using federal funds. This annual listing includes investments in pedestrian walkways, bicycle facilities, COTA transit projects, road widenings and resurfacings, bridge replacements, interstate improvements, signage, grade crossings and more. Every two years, MORPC solicits applications for transportation projects and programs that are located within its transportation planning area. During the summer of 2006, MORPC solicited applications for awarding federal funding to projects and programs for State Fiscal Years 2008-13. On February 8, 2007, the MORPC Policy Committee adopted a program of projects (7.3MB) to use this federal funding.
MORPC's Federal Funding Committee recently reviewed the principles and application procedures for these programs. These documents are now available for public review.

| August | MORPC staff will review the applications and updates for errors and omissions and notify the applicant. An applicant will have one week to respond to requests to correct errors and omissions. Applications will be penalized if the applicants fail to respond. (The Section 8 has more information on penalties.) Staff will apply scoring criteria to the applications for new projects to develop a preliminary project ranking. Staff will review updated applications for previously committed projects to assess progress in project development. Applications, updates, and preliminary rankings will be available to the Federal Funding Committee. |
