Transportation Improvement Program (TIP)
The TIP is a schedule of transportation improvements in the MORPC transportation planning area (Franklin and Delaware counties, Violet and Bloom townships in Fairfield County, and Etna Township and Pataskala in Licking County). The TIP includes improvements to highways, public transit, bikeways, pedestrian facilities, bridges, traffic signals, etc. It also includes some planning and engineering studies that may lead to construction in later years. The TIP considers effects upon low-income and minority residents and air quality.
TIP Update for State Fiscal Years 2014-2017
MORPC is updating the TIP for State Fiscal Years 2014-2017. The TIP will include projects proposed for construction from July 2013 through June 2017. Approximately $1.5 billion will be available for highway, mass transit, bikeway and pedestrian projects over the 4-year period. Projects must be included in the TIP to be eligible for federal funding.
The TIP must adhere to requirements of the federal Moving Ahead for Progress in the 21st Century (MAP-21) Act and undergo a federally required air quality conformity analysis. The public participation process for the TIP will also meet the public participation requirements for COTA and DATA's program of projects. The TIP also considers effects upon low-income and minority residents.
The Final TIP, available below, was published on April 29, 2013. MORPC’s Policy Committee adopted it at its meeting on May 9, 2013. It has been submitted to the Ohio Department of Transportation for approval by the Governor and the US Department of Transportation and is expected to become effective by July 1, 2013. Printed copies will be available after final approvals at MORPC’s office, 111 Liberty Street, Columbus, Ohio, 43215; and all Columbus libraries and main libraries in Delaware, Licking, Fairfield and Franklin counties or by calling the MORPC Transportation Department at (614) 228-2663.

The Final Draft of the TIP update was available for public review and comment from March 26 through April 25, 2013. The Final Draft and the first draft are available at MORPC’s office and area libraries. The Final TIP above replaces the earlier drafts.
MORPC invited the public to attend the TIP Open House on April 17, 2013, to learn about the TIP, hear a presentation, ask questions and submit written comments.

TIP for State Fiscal Years 2012 to 2015
MORPC’s TIP for SFYs 2012-2015 includes funding commitments totaling over $2 billion in federal, state and local funds for central Ohio’s transportation system from July 2011 through June 2015. MORPC approved the final TIP on May 12, 2011. It was approved by the US Department of Transportation and became effective July 1, 2011.

In an effort to improve the transparency of the expenditure of Federal transportation funds, MORPC publishes a listing of projects using federal funds. This annual listing includes investments in pedestrian walkways, bicycle facilities, COTA transit projects, road widenings and resurfacings, bridge replacements, interstate improvements, signage, grade crossings and more.
