2016-2040 MTP

As the Metropolitan Planning Organization (MPO)for the metropolitan Columbus planning area, MORPC is required to conduct a continuing, cooperative, and comprehensive transportation planning process, with a 20-year horizon, that results in producing a Metropolitan Transportation Plan (MTP) and Transportation Improvement Programfor the region.

The MTP is a long-range planning document that identifies transportation deficiencies, policies, strategies and projects over the next two decades. It is updated on a four-year cycle. MORPC coordinates the development of the MTP with communities throughout Central Ohio and with other local, state and federal agencies. The MTP makes the greater Columbus region eligible to receive a large amount of federal transportation funding to improve, maintain and operate highways, public transit, bikeways, sidewalks, and related facilities. Transportation projects must be included in the MTP to be eligible to receive federal funding within the MORPC transportation study.

The plan includes:

  • Regional goals, objectives and performance measurements
  • Socio-economic trends and their impact on transportation
  • Evaluation of the current system and future needs
  • Listing of eligible regionally significant transportation projects
  • Evaluation of the future transportation system assuring that it will be fiscally balanced, meet federal requirements regarding air quality and social equity
  • Implementation strategies

The 2016-2040 Metropolitan Transportation Plan sets goals and targets for the region, and identifies transportation strategies and projects to achieve those goals over the next 20 years. The 2016-2040 Metropolitan Transportation Plan was adopted by the Community Advisory Committee, Transportation Advisory Committee, and Transportation Policy Committee in May 2016. See Resolution

Record of Adoption

The US Department of Transportation (USDOT) reviewed the conformity documentation for the 2016-2040 MTP.  The conformity documentation includes analyses to demonstrate conformity to the 2008 8-hour Ozone and 1997 PM 2.5 standards for the Franklin and Licking County Air Quality area.  Based on their review, in consultation with the US Environmental Protection Agency (EPA), and as documented in a letter to the Ohio Department of Transportation dated June 24, 2016,  the MORPC 2040 MTP was determined to conform to the state implementation plan in accordance with the provisions of the Transportation Conformity Rule (40 CFR Parts 51 and 93).

What's Next

The 2016-2040 Metropolitan Transportation Plan was adopted by a resolution of the MORPC Policy Committee on May 12, 2016. As part of a continuous planning process, the MTP will be updated no later than 2020.
