Enhanced Mobility

MORPC administers the Section 5310 Enhanced Mobility for Seniors and Individuals with Disabilities for the Columbus, Ohio urbanized area.

Through this program, MORPC provides capital and operating grants for public transportation services in order to meet the mobility needs of seniors and individuals with disabilities. Those eligible for funding include private non-profit organizations, state and local governments, and operators of public transportation services.

The goal of the Section 5310 Program is to improve mobility for seniors and individuals with disabilities by removing barriers to transportation services and expanding the transportation mobility options available to them.

Due to supply chain issues and subsequent production issues, MORPC will be recommending applications for capital vehicles understand the delivery timeframes are unknown and could be several years.

Per a 2016 Federal Transit Administration (FTA) rule, 49 CFR Part 625, public transit providers that receive federal transit assistance are required to undertake certain transit asset management activities. As MORPC purchases vehicles under the Section 5310 program, those vehicles are required to be reported in a Transit Asset Management Plan (TAMP). The MORPC TAMP plan includes all open door subrecipients that are not transit agencies under the Enhanced Mobility of Seniors & Individuals with Disabilities (Section 5310) in Delaware and Franklin Counties in Central Ohio.

A coordinated plan must be a locally developed, coordinated public transit-human services transportation plan. They are updated every four years and are required to involve input from public, private, and non-profit transportation and human services providers, and members of the public.

The plans are required to identify transportation needs of individuals with disabilities, older adults, and people with low incomes. Coordinated plans are required by the Federal Transit Administration in order for counties to be eligible for funding under the Enhanced Mobility of Seniors and Individuals with Disabilities Section 5310.
