Local Infrastructure Funding from Ohio Public Works

The Ohio Public Works Commission (OPWC) provides local infrastructure funding through the State Capital Improvements Program (SCIP) and the Local Transportation Improvement Program (LTIP). Local subdivisions, such as counties, municipal corporations, townships, sanitary districts or regional water and sewer districts, are eligible to apply. MORPC provides administrative support for OPWC’s District 3, comprising Franklin County. MORPC annually reviews and scores applications for the district’s Public Works Integrating Committee, which recommends project awards for OPWC approval.

The Public Works Integrating Committee recommended the following SCIP and LTIP project awards for state fiscal year (SFY) 2026 funding:

FY 27 application deadline: August 29, 2025 by 5 pm

Applications are now open to projects beginning construction between July 1, 2026 and June 30, 2027. Applications should be submitted via the OPWC WorksWise Portal.

Please only create one application per project. If your project is eligible for both SCIP and LTIP funding, please include your SCIP funding scenario in the application and include your LTIP funding scenario as an attachment to the application using the form below.
