The Ohio Public Works Commission (OPWC) provides local infrastructure funding through the State Capital Improvements Program (SCIP) and the Local Transportation Improvement Program (LTIP). Local subdivisions, such as counties, municipal corporations, townships, sanitary districts or regional water and sewer districts, are eligible to apply. MORPC provides administrative support for OPWC’s District 3, comprising Franklin County. MORPC annually reviews and scores applications for the district’s Public Works Integrating Committee, which recommends project awards for OPWC approval.
June 6, 2022 Update: Application materials are now available for projects scheduled to start construction between July 1, 2023 and June 30, 2023.
Applications will be submitted through the Public WorksWise online portal. There is an application form to be completed in the portal. Additionally, a District Application Supplement and other attachments that must be uploaded to the portal for each application. The supplement and other attachments are available below under the FY24 Application Materials heading.
More information about Public WorksWise, such as requesting access and training videos, are available on OPWC’s website. Please note that consultants must submit to OPWC a letter of authorization from a local agency to gain access to their applications.
