Project Funded by MORPC’s Get Ready Initiative
Bloom Township has officially launched its Comprehensive Plan, a long-term planning effort to manage change, preserve rural character and agriculture and prepare the Fairfield County township for the future.
The plan is funded through the Mid-Ohio Regional Planning Commission’s (MORPC) Get Ready Initiative, which focuses on identifying transportation infrastructure and planning needs within a 40-minute drive of the planned Intel development and the New Albany Technology Manufacturing District (TMD). Bloom Township is also an approximately 20-minute drive from the new Anduril facility in Pickaway County.
As the region experiences increased development pressure, this planning process provides an important opportunity for Bloom Township to proactively shape its future, preserving what residents value while positioning the community to benefit from new opportunities.
The Comprehensive Plan will reflect the values, priorities, and aspirations of the Bloom Township community. Developed through a combination of technical analysis and public input, it will serve as a long-term roadmap for land use, rural character and environmental conservation, infrastructure, and economic development decisions. Robust community engagement and transparent communication will be central to the process.

What Is the Get Ready Initiative?
In early 2024, MORPC—funded by and in coordination with the Ohio Department of Transportation (ODOT)—launched the Get Ready Initiative, a long-range planning effort for communities within a 40-minute drive of the planned Intel development and the New Albany Technology Manufacturing District (TMD).
As part of this initiative, MORPC assessed planning needs in areas experiencing significant growth and identified a need for targeted planning assistance. Bloom Township was selected as a model community for a comprehensive planning process that can serve as a roadmap for other communities in the region. Planning NEXT and Burgess & Niple are serving as the consultant team for this effort.
What Is a Comprehensive Plan?
A comprehensive plan is the most comprehensive public policy document a community can create to guide its future physical development. While not legally binding, it provides a foundation for zoning decisions, land development regulations, budgeting, and public investments.
The plan helps communities anticipate change, preserve what’s most important, manage development pressures, and align policies with community expectations. Bloom Township’s plan follows the 2024 Fairfield County Comprehensive Plan, offering a framework that recognizes countywide goals while tailoring strategies to local priorities.
An Investment with No Local Cost
The total cost of the planning process exceeds $100,000; however, MORPC and ODOT are covering the full cost. Bloom Township was selected through a competitive application process, resulting in no direct cost to Township taxpayers.
A Community-Driven Process
The planning process emphasizes inclusive and accessible engagement. Residents, business owners, and other stakeholders will have multiple opportunities to share ideas and provide feedback through two rounds of public input events.
No planning experience is required—anyone who lives, works, or spends time in Bloom Township is encouraged to participate.
Looking Ahead
The Comprehensive Plan is anticipated to be completed in Summer 2026. Following adoption, Bloom Township is committed to implementation—identifying opportunities, securing resources, and working with partners to turn ideas into action.
